“The formaldehyde release limit of interior decoration materials for wood-based panels and their products” (GB 18580-2017) The new national standard was implemented on May 1st this year. “Standards” were upgraded and the industry shuffled. This is the focus on the new 18580. It’s time.
At present, the formaldehyde release limit has become an important environmental performance indicator for wood-based panels and their products, and has become an important factor in promoting the green development of the industry. In order to meet consumer demand for green safety and health products, in order to promote the transformation and development of the wood-based panel industry in China, a new national standard, “Limited Formaldehyde Release Limits for Indoor Decoration Material and Its Products” (GB 18580-2017) Will be implemented on May 1 this year.
Expert Profile:
National Board of Directors Standardization Technical Committee Secretary Duan Xinfang
Deputy Director of National Quality Supervision and Inspection Center for Wood-based Panels and Bamboo Products
China is a big producer and consumer of wood-based panels. With the escalation of consumption levels, people urgently need more healthy and green products. This requires the industry to regulate its own development. The newly revised “National Standard for the Release of Formaldehyde in Interior Decoration Materials for Panels and Products” (GB 18580-2017) will be formally implemented on May 1. The most obvious change in the new standard is to increase the formaldehyde emission limit value. Unqualified products and non-standard enterprises will be expelled from the market, and the industry is facing a new round of reshuffling. The reporter took the opportunity to interview industry experts and listen to the views of experts.
Reporter: What is the status quo of the development of the wood-based panel industry in China?
Tang Zhaoqun: In recent years, the growth rate of China’s man-made board production has slowed down, and the structural adjustment and upgrading trend of the industry is evident. In the context of increasing demand for high-quality markets and strict environmental protection requirements, low-quality products have gradually withdrawn from the market, and enterprises that have failed to meet environmental standards have stopped production.
According to the state supervision and spot checks and the monitoring of forest product quality by the State Forestry Administration, since the implementation of “GB 18580-2001” on the release of formaldehyde from wood-based panels for interior decoration materials and their products, the quality of indoor-use artificial boards and their products has stabilized. Improvement, in which the formaldehyde emission in recent years, the sampling pass rate was above 97.5%. At present, market demand, government supervision, and enterprise development are all contributing to the joint effort. Environmental protection and production of high-quality products have become an inevitable trend. The level of product quality will be further enhanced and the industry will tend to develop with high quality.
Reporter: What is the background for the revision of the new national standard? Its implementation will have an impact on the development of China’s man-made board and its products industry?
Duan Xinfang: “The formaldehyde release limit of interior decoration materials for artificial boards and their products” is the only mandatory national standard for the wood-based panel and its products. Since its enactment and implementation in 2001, GB 18580-2001 has played a great role in regulating the healthy development of the wood-based panel industry in China, improving the environmental performance of wood-based panel products, and protecting the health of consumers. With the progress of society and the continuous improvement of consumer demand for green environmental protection of consumer products, developed countries attach great importance to the issue of formaldehyde emission from wood-based panels and their products. ISO (International Standards Organization), the European Union, the United States, and Japan have all released new wood-based panels. The formaldehyde release limit standard for its products has increased the formaldehyde release limit requirements. In order to promote the transformation and upgrading of the wood-based panel and its products, in order to improve the environmental performance of products and protect the health of consumers, the National Standardization Administration of the People’s Republic of China issued the “GB 18580-2001” formaldehyde release limit of interior decoration materials for artificial boards and their products in 2007. “Mandatory National Standard Revision Plan” (2007 1668-Q-432), revised the standard.
The main impact of the implementation of the National Standard (GB 18580-2017) on the release of formaldehyde in wood-based panels for interior decoration materials and their products (GB 18580-2017) is: First, the formaldehyde emission limit requirements for products such as wood-based panels and wood flooring have been increased. Will effectively promote the production and transformation and upgrading of the wood-based panel and its products industry, and achieve green development; Second, it will effectively promote the research and development of new technologies for wood-based panel products in China, and the application of new low-toxicity or non-toxic environmentally friendly adhesives to promote the technology of wood-based panels in China. Progress; Third, require companies to introduce advanced technology, improve production processes and improve the quality of wood-based panel products; Fourth, it is conducive to reducing environmental pollution caused by formaldehyde and other harmful substances to protect consumer health.
Reporter: How to help companies implement this new standard?
Duan Xinfang: First, the National Standardization Technical Committee of Wood-based Panels should strengthen the publicity and training of standards, train the main technical contents of the new standards, let enterprises understand the standards, familiarize themselves with the standards, master the standards, and enable companies to better implement standards; Second, the standards committee And relevant industry associations remind enterprises to meet the requirements of the new standards for products, and should do a good job in technological transformation, use new types of low-toxic or non-toxic and environmentally friendly adhesives, and improve the production process; Third, remind companies to prepare for the implementation of the new standards. Such as the implementation of new standards for the implementation of testing equipment purchase and testing personnel training, accurate identification of implementation standards, good preparation for product packaging or label replacement.
Reporter: Compared with other detection methods, what are the advantages of the “1m3 climate chamber detection method”?
Duan Xinfang: “1m3 climate chamber detection method” is a detection method determined by international standards. Its main advantage is accurate detection results, and can be applied to the detection of wood-based panels and various products. The old standard dryer method is mainly applicable to the detection of formaldehyde in plywood, blockboard and wood flooring products, while the perforation extraction method is mainly applied to the detection of formaldehyde in materials of fiberboard and particle board.
Reporter: From what aspects should companies strengthen green production?
Tang Zhaoqun: Enterprises should first strengthen the sense of responsible subjects, and implement the concept of green production from top to bottom, from management to implementation. Secondly, they can look for gaps in comparison with GB/T 35601 “Green Product Evaluation Panels and Wood Flooring” to be implemented soon. Continuous improvement means establishing and running environmental management system, quality management system, occupational health and safety management system, and product raw material traceability system to meet product quality, safety standards, and pollutant discharge total control index requirements, and in resource attributes, energy attributes, Areas such as environmental attributes and quality attributes continue to strive for excellence.
Reporter: When consumers buy wood-based panel products, what aspects should they focus on?
Tang Zhaoqun: The product standards of various wood-based panels and their products usually include the quality of appearance, size and deviation, physical and chemical properties, and detection methods. According to the standard test, special instruments and equipment are required to be used for testing. Professionals make decisions based on inspection rules and indicators.
As an ordinary consumer, you can only make purchase decisions by looking at the appearance, logos, and inspection reports. Look at the appearance to see if there are obvious defects in the product and whether the size is regular. Look at the logo to see the product name specified in the product or package. , type, grade, production date, size, standard, formaldehyde release limit mark and other information; review the inspection report, mainly to see if it is the recent inspection report of this batch of products or similar products, and the standard level and inspection items in the report. Whether to include the content of the attention and the results to determine eligibility.
The low degree of the downward direction determines the upward height
The new national standard for interior decoration materials, formaldehyde release limits for wood-based panels and their products (GB 18580-2017) will be formally implemented on May 1. The most obvious change in the revised standard is the increase in the amount of formaldehyde emission requirements. This sets a red line for the development of the wood-based panel industry. It also shows that China’s wood-based panel industry is regulating its own development in order to provide consumers with more healthy and green products. Promote the industry to achieve green transformation and upgrading.
As the only mandatory national standard for the wood-based panel and its products industry, the “Released Formaldehyde Limit of Indoor Decorating and Decoration Materials for Artificial Panels and Products” has been promulgated and implemented since 2001, and has been used to regulate the healthy development of China’s wood-based panels and protect the health of consumers. It has played a very important role. However, with the improvement of people’s consumption level, higher demands are placed on consumer products, and the continuous updating of artificial boards and their formaldehyde emission limit standards becomes an inevitable choice.
In particular, China has now become a major producer and consumer of indoor decoration materials such as wood-based panels and wooden flooring. According to the data, in 2016, China’s annual output of man-made boards exceeds 300 million cubic meters, and the output value is 650 billion yuan. It is the world’s largest producer, consumer, and trader of man-made panels; it drives household products with an annual production value of 860 billion yuan and exports 100 million yuan. Billions of dollars; the wood-based panel industry provides more than 10 million jobs for the people, uses more than 300 million cubic meters of forest residues each year, and reduces 800 million cubic meters of forest harvesting. Based on this, the introduction of the new national standard “Guidelines for the release of formaldehyde in wood-based panels and their products for interior decoration and decoration materials” (GB 18580-2017) coincided with the time, the lifting of the formaldehyde release limit became the development of the current wood-based panel industry, and it was also The important environmental performance indicators of wood-based panels and their products, as well as important factors to promote the green development of the industry.
As we all know, formaldehyde is a harmful substance that is harmful to human health, and the use of formaldehyde-based adhesives to produce artificial panels and their products will release a certain amount of formaldehyde. In order to let consumers do not need to talk about “aldehyde” color change, the country has repeatedly introduced standards to strictly regulate. The author believes that the implementation of the new national standard of “the formaldehyde release limit for interior decoration materials in wood-based panels and their products” will provide more opportunities and challenges for more wood-based panel companies, and will force the transformation and upgrading of enterprises to achieve green development. Enterprises should pay more attention to and take positive actions. We must also take this opportunity to create core values for corporate competition and create a new corporate image.
Proposal for Implementation of the New National Standard for “Released Formaldehyde in Interior Decoration Materials
All relevant units:
The mandatory national standard “The formaldehyde emission limit of interior decoration materials for wood-based panels and their products” (GB 18580-2017) will be implemented on May 1 this year, when the old standard GB 18580-2001 will be replaced. The implementation of this standard is of great significance. It has received great attention from all walks of life and will have a major impact on the development of the wood-based panel and its products industry in China. Since the new standard was released in April 2017, I will have received a lot of consulting requests on the implementation of standards, given that most of the flooring products are suitable for use (GB 18580-2017), and the implementation of the new standards will be on the company’s technical documents, production organization. , quality control, product self-inspection, packaging marks, sales behavior and other aspects have different degrees of impact, in order to help the governing units to achieve a smooth transition of the new and old standards, I will be the country for the main difficult issues, solicited the national artificial board standardization technology The opinions of the committee (the standard centralized management agency), the main drafters of national standards, and relevant experts are now to provide opinions and suggestions on how to prepare for the implementation of GB 18580-2017 for reference.
First, the scientific selection of product inspection test methods
In view of the long test period of the test method 1m3 climate chamber method specified in GB 18580-2017, it is recommended that enterprises use the 1m3 climate chamber method as the test method for type inspection, and the test methods used for daily production quality control such as the factory inspection are shown in Table 1.
Second, as soon as possible to establish the relationship between the factory inspection method and 1m3 climate chamber index value
After the implementation of GB 18580-2017 on May 1, 2018, all applicable standard products produced shall meet the requirements of the new standard. With regard to the index values of various test methods, there is no established linear relationship at home and abroad. It is recommended that enterprises establish their own corresponding relationships as soon as possible based on their own detection equipment and product conditions; or select the products of different quality levels produced by the company to be sent to the first The three-party quality inspection agency shall establish a corresponding relationship between the self-test value of the company’s factory inspection method and the 1m3 climate chamber indicator value of GB 18580-2017, and form a written technical file for archiving. If necessary, third-party professional organizations may be invited to provide technical support.
Third, accurately mark the implementation of standards and limit identification
For all products that are applicable to GB 18580-2017, it is recommended that the implementation standards be GB 18580-2017 and related product standards. Any product standard content inconsistent with GB 18580-2017 is no longer recommended.
The proposed formaldehyde release limit is identified as “GB 18580-2017, E1”.
Due to the inconsistency between the relevant test methods of the E0 level in the existing product standards and GB 18580-2017, the use risk is high. Therefore, after the implementation of GB 18580-2017, it is not recommended to use the E0 level label. If the enterprise produces products that are stricter than the E1 class of GB 18580-2017 and meet the requirements of GB/T 35601-2017 “green product evaluation for wood-based panels and wooden floors”, it is optional to implement GB/T 35601-2017. The implementation standards are identified as ” The amount of formaldehyde released is GB/T 35601-2017.” GB/T 35601-2017 will be implemented on July 1, 2018, its formaldehyde emission index value is less than or equal to 0.05mg/m3, and the detection method is the same as GB 18580-2017. In addition, in response to the implementation of the new standard, the group standards T/CNFPIA 1001 “Manufacturing Board Formaldehyde Release Limit” organized and revised by the China Forest Product Industry Association will be released soon, and companies can pay attention.
It is hoped that the company will strictly control the quality and ensure that it meets the requirements of GB 18580-2017 and is committed to manufacturing higher quality products. It is strongly recommended to dilute the strong association between floor and formaldehyde, and welcome the propaganda that is beneficial to the scientific cognition of consumers and beneficial to the healthy development of the industry.
Fourth, attach great importance to the replacement of products and packaging labels
After the implementation of GB 18580-2017 on May 1, 2018, all products of the applicable standards must be replaced with the product identification and packaging identification that meet the requirements of GB 18580-2017, and products with the old standard of identification can no longer be produced. After the release of GB 18580-2017 to the implementation, this stage is the transition period between the new and old standards. The products produced and sold at this stage cannot be identified as GB 18580-2017 and must be identified according to the actual standards that are actually implemented; In principle, products can still be sold after May 1, 2018, but it must be highly regarded to accurately identify the actual production date of the product.
It is recommended that all relevant companies make a new and old packaging replacement plan as soon as possible to meet the implementation of the new standard.
V. Conditional companies can purchase 1m3 climate chamber
Conditional companies may purchase 1m3 climate chambers. The climate chambers shall meet the requirements of LY/T 1612-2004 “Desufficiency of formaldehyde emission detection 1m3 climate chamber” and be measured by third parties. The supplier shall provide qualified measurement certificates. The main measurement contents include gas. Flowmeter, temperature, humidity and so on.
