Development and Change of China’s Wood-based Panel Industry in the Past 40 Years of Reform and Opening-up Part 8

With the full implementation of structural reform on the supply side, the pace of eliminating backward production capacity in wood-based panel industry is accelerating. By the end of 2017, nearly 3,000 plywood enterprises had been shut down, 621 fiberboard production lines had been shut down, 22.96 million cubic meters of backward production capacity had been eliminated, more than 900 particleboard production lines had been shut down, demolished or shut down, and 17.5 million cubic meters of backward production capacity had been eliminated every year. There are more than 6,400 wood-based panels enterprises in China, down 15% from the same period last year. The number of large and medium-sized enterprises is increasing, the number of small and medium-sized enterprises is decreasing, the quality of industry development is further improved, and the structural reform of supply side has achieved remarkable results.

China’s wood-based panel production enterprises mainly distribute in East, South and Central China, and their layout is basically stable. In order to gradually eliminate the impact of wood-based panel production on ecologically sensitive areas, in recent years, wood-based panel manufacturers have withdrawn from three municipalities directly under the Central Government of Beijing, Tianjin and Shanghai. The production of wood-based panels in economically developed provinces such as Guangdong and Zhejiang has also been declining. In other areas, wood-based panels enterprises are shifting to industrial parks or areas with higher environmental carrying capacity. Wood-based panels enterprises are decentralized, urbanized and parked. The effect is obvious.

Help forestry ecological, social and economic benefits to further highlight. With the development of wood-based panel industry, the forestry industry in the northern plain area with traditional non-forest and few trees has risen rapidly, and the non-forestry provinces and regions in history have also set off a high tide of afforestation, providing sufficient reserve resources for the development of wood-based panel industry. The production, management and management have also changed from traditional forestry to modern forestry, and become an important production base of wood-based panel industry in China, thus promoting the development of wood-based panel industry. Since 2002, China’s afforestation area has exceeded 100 million mu annually, which has achieved a historic leap in forestry construction.

Wood-based panel industry is not only a highly resource-dependent industry, but also a typical industry of comprehensive utilization of resources. The policy of value-added tax (VAT) on wood-based panels in China encourages the re-processing of the residues in the process of forest harvesting and wood processing, which greatly improves the comprehensive utilization rate of wood and makes an important contribution to the sustainable development of forest resources in China.
