Recently, the State Administration of market supervision has organized the national supervision and random inspection of the product quality of interior decoration materials. The spot check is hereby notified as follows:

1、 Basic information

(1) Spot check overview. 1051 batches of products produced by 1044 enterprises were spot checked, involving 7 kinds of indoor decoration material products, such as radiator for heating, solvent based wood coating, fire door, rigid polyvinyl chloride (PVC-U) pipe, ceramic brick, medium density fiberboard and particleboard. One batch of ceramic tile products is suspected of production without CCC certificate and has been transferred to the local market supervision department for treatment. A total of 1050 batches of products produced by 1043 enterprises were inspected, and 136 batches of products were found to be unqualified (see Annex 1 for details), and the unqualified discovery rate was 13.0%.

(2) Follow up the spot check. In this follow-up spot check, 74 enterprises failed in the last spot check, 8 enterprises still failed in this spot check (see Annex 2 for details), and 66 enterprises were qualified.

(3) Inspection rejection. In this spot check, Yongheng heating equipment factory in Guoli Town, Huantai County, Zibo City, Shandong Province violated the provisions of the product quality law of the people’s Republic of China and refused to accept the supervision and spot check without justified reasons (see Annex 3 for details).

2、 Analysis of spot check results

Interior decoration materials refer to the decoration materials laid, pasted or painted on the interior wall, ground, ceiling and other surfaces of buildings, which can have the functions of thermal insulation, heat insulation, fire prevention, moisture-proof and beautifying the indoor environment, and are closely related to people’s life. The overall unqualified discovery rates of such products in recent three years were 13.7%, 16.4% and 13.0% respectively.

State supervision and random inspection of interior decoration materials and products in recent 3 years

(1) The unqualified rate of radiator for heating was 13.8%. This time, 109 batches of products produced by 109 enterprises in 13 provinces (autonomous regions and cities) were randomly selected, and 15 batches of products were found to be unqualified. The unqualified discovery rate was 13.8%, down 2.2 percentage points compared with the previous random inspection. The pressure test, heat dissipation, metal thermal strength, thread accuracy, expansion quality, perpendicularity, center distance of inlet and outlet on the same side and other items were inspected. The unqualified items involve heat dissipation, metal thermal strength, thread accuracy and expansion quality. According to the analysis of the technical organization, the main reason for the unqualified heat dissipation project is that the design structure of the product is unreasonable, or there are problems in the selection of raw materials, resulting in low heat dissipation; The main reason for the unqualified metal thermal strength project is that the manufacturer fails to accurately understand the relevant requirements in the product standards, and the product consumables do not meet the design standards, thus reducing the metal thermal strength; The main reasons for the unqualified thread accuracy items are that the raw materials are not accepted in the factory, or the thread part is not effectively protected during the radiator surface treatment, and the thread is not secondary corrected after the threaded connector is welded and sprayed; The main reason for the unqualified expansion quality project is that there is no appropriate interference between materials, resulting in the unqualified shear stress between materials. The focus of this spot check was on the production enterprises in 6 industrial clusters in Tianjin, Hebei, Shanxi, Shandong, Zhejiang and Liaoning. Among them, 10 batches were spot checked in Shanxi Province, 6 batches of products were found to be unqualified, and the unqualified discovery rate was the highest.

(2) The unqualified rate of solvent based wood coatings was 10.5%. In this spot check, 95 batches of products produced by 95 enterprises in 10 provinces (cities) were found to be unqualified, and the unqualified discovery rate was 10.5%, an increase of 8 percentage points compared with the previous spot check. The content of soluble heavy metals, total content of ethylene glycol ether and ether ester, benzene content, total content of halogenated hydrocarbons, methanol content, hardness, adhesion and water resistance were tested. The unqualified items include VOC content, total content of ethylene glycol ether and ether ester, total content of toluene and xylene (including ethylbenzene), total content of polycyclic aromatic hydrocarbons, total content of free diisocyanate, total content of halogenated hydrocarbons and yellowing resistance. According to the analysis of technical institutions, the main causes of quality problems are as follows: first, some enterprises fail to produce in time in accordance with the mandatory national standard GB 18581-2020 limits of harmful substances in wood coatings implemented on December 1, 2020, especially the indicators involving changes in the limit requirements such as the total content of toluene and xylene (including ethylbenzene) are more unqualified; Second, raw materials may contain polycyclic aromatic hydrocarbons, halogenated hydrocarbons and other components restricted in standards. This time, 53 Enterprises in Guangdong Province, an industrial cluster, were selected, accounting for 55.8% of the total number of enterprises, and the unqualified discovery rate was 13.2%. Through random inspection, it is found that the unqualified discovery rate of Shaoguan, Jiangmen and Huizhou is higher than the average level of Guangdong Province.

(3) The unqualified detection rate of fire doors was 19.2%. This time, 198 batches of products produced by 198 enterprises in 18 provinces (autonomous regions and cities) were randomly selected, and 38 batches of products were found to be unqualified, and the unqualified discovery rate was 19.2%. The opening and closing flexibility, reliability, opening force of door leaf, fire resistance, fire resistance of fire lock, fire resistance of fire hinge (hinge) and other items were inspected. 38 batches of unqualified products were fire resistance, which did not meet the standard requirements. According to the analysis of the technical organization, the main reasons for the unqualified fire resistance performance items are as follows: first, the density of the filler of the fire door is not enough, the filling is not dense, and the filler does not protect the position of the fire lock in place; Second, the structure of fire door is unreasonable, the deformation of door leaf and door frame is not synchronous at high temperature, cracks appear in the experiment, and then the integrity is lost; Third, the door leaf filler is not effectively pressed, and the fireproof glass is not installed correctly. A total of 130 batches were randomly selected in six centralized production areas of Zhejiang Province, Guangdong Province, Hebei Province, Jiangsu Province, Sichuan Province and Shandong Province, accounting for about 65.7% of the total batches, and the unqualified discovery rate was 20.8%.

(4) The unqualified rate of unplasticized polyvinyl chloride (PVC-U) pipes was 11.2%. This time, 233 batches of products produced by 233 enterprises in 21 provinces (autonomous regions and cities) were randomly selected, and 26 batches of products were found to be unqualified. The unqualified discovery rate was 11.2%, a decrease of 6.4 percentage points compared with the previous random inspection. The specifications and dimensions (average outer diameter and wall thickness), density, Vicat softening temperature, tensile yield stress, elongation at break, drop weight impact test, longitudinal retraction rate, lead limit and other items were inspected. The unqualified items include specifications and dimensions (average outer diameter and wall thickness), density, tensile yield stress, elongation at break, drop weight impact test, longitudinal shrinkage rate and lead limit. According to the analysis of the technical organization, the main causes of quality problems are as follows: first, the product formula design is unreasonable, the selection and use of additives are improper, resulting in unqualified items such as density and tensile yield stress; Second, improper process control and unreasonable setting of production equipment parameters lead to unqualified specifications, dimensions, longitudinal retraction rate and other items; Third, some manufacturers claiming to be “lead-free” pipes still use lead salt stabilizers, resulting in unqualified lead limits.

(5) The unqualified rate of ceramic tiles was 9.6%. 252 batches of products produced by 245 enterprises in 10 provinces (cities) were randomly selected, of which one batch of products was suspected to be produced without CCC certificate and has been transferred to the local market supervision department for treatment. A total of 251 batches of products were inspected, and 24 batches of products were found to be unqualified. The unqualified discovery rate was 9.6%, down 4.4 percentage points from the last random inspection. The wear resistance, size, water absorption, pollution resistance, chemical corrosion resistance, failure strength, fracture modulus, radionuclide and glaze crack resistance of unglazed tiles were tested. The unqualified items include size, water absorption, failure strength, fracture modulus and glaze crack resistance. Among them, 9 batches of products failed in the water absorption project. The unqualified product body of the project is easy to absorb moisture, which may reduce the strength, wear resistance, frost resistance and other physical properties of the product. The main reasons for the failure are too low firing temperature, insufficient sintering degree or the use of cheap and low-quality raw materials. 239 batches were randomly selected in the four industrial clusters of Guangdong Province, Fujian Province, Shandong Province and Sichuan Province, accounting for about 95.2% of the total batches, and the unqualified discovery rates were 9.6%, 7.1%, 21.1% and 7.1% respectively.

(6) The unqualified rate of MDF was 15%. This time, 80 batches of products produced by 80 enterprises in 17 provinces (autonomous regions) were randomly selected, and 12 batches of products were found to be unqualified, with the unqualified discovery rate of 15%, a decrease of 8.1 percentage points compared with the previous random inspection. The static bending strength, internal bonding strength, water absorption thickness expansion rate, surface bonding strength and formaldehyde emission were tested. The unqualified items involve formaldehyde emission, water absorption thickness expansion rate, internal bonding strength and static bending strength. Through the analysis of technical institutions, the main causes of quality problems are as follows: first, the enterprise uses inferior wood raw materials; Second, the adhesive formula is unscientific, and the sizing amount and hot pressing process are unreasonable; Third, the quality control and management measures of some small enterprises are not standardized and lack the necessary control of product quality. A total of 50 batches were randomly selected in the four industrial clusters of Shandong Province, Guangxi Zhuang Autonomous Region, Guangdong Province and Hebei Province, accounting for 62.5% of the total batches, and the unqualified discovery rates were 7.7%, 11.1%, 15.4% and 26.7% respectively.

(7) The unqualified rate of particleboard was 13.1%. This time, 84 batches of products produced by 84 enterprises in 14 provinces (autonomous regions and cities) were randomly selected, and 11 batches of products were found to be unqualified, and the unqualified discovery rate was 13.1%. The static bending strength, internal bonding strength, surface bonding strength, 2h water absorption thickness expansion rate, formaldehyde emission and other items were tested. The unqualified items include static bending strength, internal bonding strength, 2h water absorption thickness expansion rate and formaldehyde emission. Through random inspection, it was found that the items of 2H water absorption thickness expansion rate of 4 batches of products were unqualified. The main reasons for the nonconformity were unreasonable product formula design, improper sizing, wax application ratio or the amount of waterproof agent; The formaldehyde emission of 7 batches of products is unqualified, mainly because the adhesive used by the enterprise itself contains high free formaldehyde, or unreasonable sizing process and hot pressing process are adopted, resulting in a large amount of free formaldehyde remaining in the plate due to insufficient reaction and curing. 41 batches were randomly selected in the three industrial clusters of Guangdong Province, Shandong Province and Hebei Province, accounting for 48.8% of the total batches. The unqualified discovery rate of the above three provinces is higher than the national average.

3、 Job requirements

In view of the problems found in the national supervision and random inspection of product quality, the market supervision bureaus (departments and committees) of all provinces, autonomous regions, municipalities directly under the central government and Xinjiang production and Construction Corps shall do the following work:

(1) Strengthen the processing of spot check results. Handle the results of supervision and random inspection in accordance with the law of the people’s Republic of China on product quality and the Interim Measures for the administration of product quality supervision and random inspection. For unqualified products, measures such as sealing up and seizure shall be taken according to law, and enterprises are strictly prohibited from leaving the factory for sale. For unqualified enterprises, especially those that refuse inspection and those that fail to pass continuous random inspection, further clarify the rectification requirements, supervise and urge the implementation of rectification measures, and organize review in time. Those suspected of committing a crime shall be transferred to the judicial organ in time. Enterprises with serious violations of law and dishonesty shall be included in the list of enterprises with serious violations of law and dishonesty. The results shall be recorded into the e-cqs system in time and submitted to the general administration. The General Administration will strengthen tracking and supervision and report the results to all localities as appropriate.

(2) Carry out special quality control. Market supervision departments in Hebei Province, Shanxi Province, Shandong Province, Guangdong Province and other places should carry out special rectification for industrial agglomeration products under their jurisdiction, such as heating radiators, solvent based wood coatings, ceramic tiles, medium density fiberboard and particleboard, strengthen the supervision and inspection of key production enterprises under their jurisdiction, and comprehensively use various means to maintain the high-pressure situation of quality supervision, We will seriously deal with quality violations and strive to improve the quality level.

(3) Supervise and urge the implementation of main responsibilities. Inform the local government and relevant departments of the unqualified products in this spot check, take effective measures to urge enterprises to implement the main responsibility for product quality and safety according to law, and guide enterprises to organize production in strict accordance with standards to ensure product quality and safety.

(4) Strengthen quality and technical assistance. Organize relevant industry organizations and technical institutions to help enterprises find out the causes, put forward improvement measures and solutions, and promote the improvement of industry quality level.
