In the recent case, many tariffs on plywood with Russia have been suspended to 50% of normal trade with Russia. Since the United States imported 567 million square meters of hardwood plywood from Russia last year, this large amount of plywood will be difficult to replace.

Republicans in Congress have proposed a ban on Russian timber imports and a sustainable increase in domestic production, but unfortunately, seemingly unfounded concerns about logging may prevent the legislation from moving forward and filling Russia’s supply gap.

According to the data of wood resources, Russia supplies about 10% of hardwood plywood used in the United States, of which the vast majority (97%) are birch plywood products. This figure is misleading because other leading hardwood plywood suppliers Vietnam and Indonesia ship large quantities of Russian birch themselves.

In late March, the house of Representatives passed legislation to raise tariffs in Russia and Belarus by 424 votes to 8. This was quickly transferred to the Senate, which signed the resolution by 100 votes to 0 in early April. The suspension made it easier for President Biden to impose tariffs and sanctions on Russia.

In order to return to normal, the White House said at that time that it needed to prove that Russia and Belarus had ended their invasion and occupation of Ukraine and did not pose a threat to NATO.
