U.S. Anti-Dumping and Countervailing Duty Investigations on Hardwood and Decorative Plywood
According to the expected schedule, the preliminary determination for the countervailing duty (CVD) investigation, after being extended, will be announced on October 19, 2025, while the preliminary determination for the anti-dumping (AD) investigation, also extended, will be announced on December 18, 2025. Preliminary determinations for each case are routinely delayed.
Once the preliminary determinations are announced, U.S. importers will be required to pay provisional countervailing and/or anti-dumping duties on subject goods entered for consumption. Unless there is a surge of exports, duties can be retroactively applied for up to 90 days before the preliminary determination date.
Therefore:
- Shipments entered for U.S. customs clearance before July 19, 2025, are completely safe;
- Shipments entered between July 19, 2025, and October 19, 2025, are relatively safe;
- Shipments entered after October 19, 2025, will be subject to provisional countervailing duties;
- Shipments entered after December 18, 2025, will be subject to both anti-dumping and countervailing duties.
Given that ocean freight transit times from China to the U.S. West Coast are approximately 15 days, and to the East Coast around 30 days, please plan shipments accordingly in advance.
