On May 22, 2025, U.S. petitioners—Colombia Forest Products, Commonwealth Plywood Co., Ltd., Manthei Wood Products, States Industries LLC, and Timber Products Company—filed applications to initiate anti-dumping (AD) and countervailing duty (CVD) investigations on hardwood and decorative plywood originating from China, Vietnam, and Indonesia.
The U.S. currently does not grant market economy treatment to China and Vietnam but recognizes Indonesia as a market economy.
- The AD investigation period for China and Vietnam is October 2024 to March 2025.
- The AD investigation period for Indonesia is April 2024 to March 2025.
- The CVD investigation period for all three countries covers the entire year of 2024.
Since AD/CVD investigations apply the rules of origin, regardless of whether your company is listed in the allegations, if you exported the subject products to the U.S. during the mentioned investigation periods, you are eligible and should participate in the proceedings.
If your company does not respond, your U.S. importers will be subject to the highest punitive AD/CVD rates, which could result in your company losing access to the U.S. market.
